Tropical Cyclone Public Advisory number 28a for Hurricane Ike, issued by the National Hurricane Center (NHC) at 2:00am EDT on September 8, 2008. In addition to watches and warnings, NHC issues a variety of text and graphical products designed to inform the public of forecasted hurricane threats. If only tropical storm force winds are expected (sustained winds of 62.8- 117.5 km/h ), then a tropical storm watch or tropical storm warning will be issued for that area. A hurricane warning can remain in effect when dangerously high water or a combination of dangerously high water and exceptionally high waves continue, even though winds may be less than hurricane force. This hurricane watch is upgraded to a hurricane warning when hurricane force winds are expected within 36 hours or less.
